Notes:
1880 - Snow showers were reported by James Stewart, a Dominion meteorological observer in Winnipeg, on the 20th and 25th. St Andrews north of Winnipeg recorded measurable snowfall amounts these days. I have chosen to believe the reports as a result, increasing the monthly snowfall from 0.0 cm to trace (x2) (I do not know if there was measurable snow based only on Stewart's reports). It was a chilly October, and it is rare to not have any kind of snow flurries in a cold October. 
1890 - Newspapers and the St John's College observer reported snow October 13th to 15th. This increased the monthly snowfall from trace x1 to trace x4. 
1893 - St John's College observer reported snow on October 23rd, 25th and 27th, raising the monthly snowfall from trace x1 to trace x4. 
1894 - St John's College observer reported snow on October 2 and October 31. It is unclear how much accumulation occurred October 2nd because of inconsistent observations from the observer. One page noted 1/10 inch (0.3 cm) and another 1.5 inches (3.8 cm). Other pages have no accumulation at all which is unlikely. See the notes on this page for more details. There is enough evidence to support accumulation. 
1901 - St John's College observer reported snow on October 10th and 31st (from the Library and Archives of Canada in Winnipeg). Oct 10th snowfall also corroborated by the Winnipeg Free Press which reported snow on the 10th. This changed the monthly snowfall from 0.0 cm to trace x2. Note that it is possible there was another trace on the 15th based on one of the papers from the St John's College observer, but without secondary evidence I have chosen to ignore it for now. 
1903 - Snowing at 7am on the 16th according to the observer notes from St John's College. This results in an additional day of trace snow for the month. 
1908 - According to the observer notes from St John's College, a trace of snow fell at 10pm on Oct 31. 
1920 - The trace snow on Oct 2 in the ECCC Archives was a data entry error, as evidenced in the Monthly Record and St John's College observer notes. 
1931 - Observer notes retrieved at the Library and Archives of Canada show ''a few flakes of snow'' on Oct 29. 
2008 - The Airport reported snow on Oct 20, corroborated by radar imagery showing a cell of snow showers moving through the city. 

2011 - Snow did fall in northern and central parts of the city overnight on October 19. There is ample evidence of this (see file). It was not reported at either the Airport or Charleswood, and therefore, the month is still displayed as 0 cm. ​
2015 - The Airport reported snow pellets around 9am CDT on October 16, corroborated by radar imagery showing a small line of light snow moving through the city. I also reported snow grains in the south side of the city with it. 
2024 - Tipping bucket rainfall amount of 0.6 mm on Oct 5 is used because the weighing gauge suspiciously recorded 0.0 mm.
