A blizzard is defined as meeting the following criteria:
- Duration: 4 hours or longer.
- Visibility: 400 metres or less in 'blowing snow' or 'snow and blowing snow'.
- Sustained wind 40 km/h or stronger.
^^ To confirm this blizzard, I had to reference news articles and NOAA summaries. Blizzard conditions occurred south of the border in North Dakota, with a strong clipper system that tracked along the US border. Blowing snow and whiteout conditions were reported to the Winnipeg Free Press in southeastern MB. Note that the 2 cm reported at Emerson is considered suspect. Winnipeg Free Press had a quote from Environment Canada saying 20 cm near Emerson. Altona recorded 20 cm, Plum Coulee 20 cm, Sprague 18 cm, Rennie 16 cm, Morden 16 cm, Indian Bay 15 cm, Piney 12 cm and Snowflake 10 cm.
